AGENDA www.monroenc.org Closed Session pursuant to North Carolina General Statute Sections 143-318.11(a)(1) and (a)(6) City Council Special Meeting November 18, 2019 Page 237 CITY OF MONROE CITY COUNCIL SPECIAL MEETING NOVEMBER 18, 2019 MINUTES The City Council of the City of Monroe, North Carolina, met in Special Session in the City Hall Council Chambers located at 300 West Crowell Street in Monroe, North Carolina at 6:00 p.m. on November 18, 2019 with Mayor Bobby Kilgore presiding. Present: Mayor Bobby Kilgore, Mayor Pro Tem Gary Anderson, Council Member Marion Holloway, Council Member Lynn Keziah, City Manager E.L. Faison, City Attorney S. Mujeeb Shah -Khan and City Clerk Bridgette H. Robinson. Absent: Council Member Surluta Anthony, Council Member Billy Jordan and Council Member Franco McGee. Visitors: Brian Borne and Pete Hovanec. Mayor Kilgore called the City Council Special Meeting of November 18, 2019 to order at 3:00 p.m. A quorum was present. Mayor Pro Tem Anderson advised that he wanted it noted for the record that Council Member (400, Anthony and Council Member McGee were not present at this Special Meeting. He advised that this Special Meeting was important as Council would be discussing the Annual Performance Evaluations for the City Manager and City Attorney. Mayor Pro Tem Anderson stated that Council was directly involved in these Annual Performance Evaluations and being a part of these Council Meetings was Council's elected duty. He stated that this continued to go right along with the way that these Council Members treated the last Council Meeting. Mayor Pro Tem Anderson reiterated the request that this statement be a part of the record noting that these Council Members were absent and were notified numerous times about the date and time of this Special Meeting. Item No. 1. Closed Session uursuant to North Carolina General Statute Sections 143- 318.11(a)L) and (a)f6j Council Member Holloway moved to go into Closed Session pursuant to North Carolina General Statute Sections 143-318.11 (a)(1) and (a)(6) to prevent the disclosure of information that is privileged or confidential pursuant to the law of this State or of the United States, or not considered a public record within the meaning of Chapter 132 of the General Statutes, to consider the qualifications, competence, performance, character, fitness of, or to hear or investigate a complaint, charge, or grievance by or against an individual public officer or employee. Mayor Pro Tem Anderson seconded the motion, which passed unanimously with the following votes: AYES: Council Members Holloway, Keziah, Mayor Pro Tem Anderson and Mayor Kilgore NAYS: None City Council Special Meeting November 18, 2019 Page 238 A 31 A 0 Upon return from Closed Session, Council Member Holloway moved to return to Regular Session.
